THE DECREE OF THE HEAD OF REPUBLIC OF MORDOVIA

On amendments to the Decree of the head of Republic of Mordovia of March 17, 2020 No. 78-YR

In order to strengthen activities related to preventing the spread of novel coronavirus infection (COVID-19), p about with t and n about in l I Ju:

1. To amend the Decree of the head of Republic of Mordovia of March 17, 2020 No. 78-YR "ABOUT introduction in the territory of the Republic of Mordovia of the mode of increased readiness and the adoption of additional measures for the protection of the population against novel coronavirus infection (COVID-19)" (as amended by decrees of the head of Republic Mordovia from March 26, 2020 No. 89-UG, dated March 27, 2020 No. 90-UG, dated March 28, 2020 No. 91-UG, dated March 30, 2020 No. 92-HS, from March 31, 2020 No. 93-YR, 3 April 2020, No. 95-HS, from 6 April 2020, No. 98-HS, of 8 April 2020, No. 103, HS, 10 April 2020, No. 106-UG, dated April 11, 2020 No. 107-YR) change, having stated it in the following edition:

"About introduction in the territory of the Republic of Mordovia of the mode of increased readiness and the adoption of additional measures for the protection of the population against novel coronavirus infection (COVID-19)

In accordance with subparagraph b of paragraph 6 of article 4.1, subparagraphs "I" and "f" of paragraph 1 of article 11 of the Federal law of 21 December 1994 No. 68-FZ "On protection of population and territories from emergency situations of natural and technogenic character", articles 6 and 29 of the Federal act of 30 March 1999 No. 52-FZ "On sanitary and epidemiological welfare of population", By the decree of the President of the Russian Federation of 2 April 2020 № 239 "On measures on ensuring sanitary and epidemiological welfare of the population on the territory of the Russian Federation in connection with the spread of novel coronavirus infection (COVID-19)", the resolutions of the Chief state sanitary doctor of the Russian Federation from January 24, 2020 No. 2 "On complementfiles has been the measures to prevent the introduction and spread of novel coronavirus infection caused by 2019-nCoV", dated March 2, 2020 No. 5 "On additional measures to reduce the risk of introduction and spread of novel coronavirus infection (2019-nCoV)", dated March 13, 2020 No. 6 "On additional measures to reduce proliferation risks COVID-2019" p about with t and n about in l I Ju:

1. To enter the territory of the Republic of Mordovia on high alert.

2. To oblige citizens arriving in the territory of the Russian Federation:

1) to convey information about place and dates of their stay, returns, contact information on the "hot line" State budget institution of health of the Republic of Mordovia "the ambulance Station" by phone 8 (800) 100-46-60;

2) when the first signs of respiratory infection to stay at the place of residence (place of stay) and immediately seek medical help in the medical organization at the place of attachment without visiting the health organizations (call the doctor) reporting about his stay in the area where cases of novel coronavirus infection (COVID-19), to obtain sick leave;

3) ensure the self-isolation at home by place of residence (place of stay) for a period of 14 days from the date of return to the Russian Federation, not to leave place of residence (place of stay), with the exception of cases of emergency (emergency) medical help and other cases of direct threat of life and health, purchase food, medicines, disinfectants, personal protective equipment, walking Pets at a distance not exceeding 100 meters from the place of residence (stay) of the removal of the waste to the nearest waste storage;

4) to abide by the orders of health officers about being in the mode of self-isolation at home.

3. To oblige citizens arriving from the territory of constituent entities of the Russian Federation, where cases of novel coronavirus infection (COVID-19):

1) to convey information about place and dates of their stay, returns, contact information to the appropriate local authority at the place of residence (place of stay);

2) to provide the self-isolation at home by place of residence (place of stay) for a period of 14 days from the date of return to the Republic of Mordovia, not to leave place of residence (place of stay), with the exception of cases of emergency (emergency) medical help and other cases of direct threat of life and health, purchase food, medicines, disinfectants, personal protective equipment, walking Pets at a distance not exceeding 100 meters from the place of residence (stay) of the removal of the waste to the nearest waste storage;

3) when the first signs of respiratory infection to stay at the place of residence (place of stay) and immediately seek medical help in the medical organization at the place of attachment without visiting the health organizations (call the doctor) for registration of sick leave;

4) to abide by the orders of health officers about being in the mode of self-isolation at home and (or) regulations of officials of management of Federal service on supervision in the sphere of consumer rights protection and human welfare in the Republic of Mordovia to conduct additional sanitary and antiepidemic (preventive) activities related to compliance with self-isolation at home.

4. To oblige:

1) citizens to abide by the distance to the other citizens not less than 1.5 metres (social distancing), including in public places and public transport, except for cases of rendering of services in transportation of passengers and Luggage an automobile taxi;

2) citizens over the age of 65 years to ensure the self-isolation at home by place of residence (place of stay), do not leave the place of residence (the place for years.ivania), with the exception of cases of emergency (emergency) medical help and other cases of direct threat of life and health, purchase food, medicines, disinfectants, personal protective equipment, walking Pets at a distance not exceeding 100 meters from the place of residence (stay) of the removal of the waste to the nearest waste storage;

3) governments, organizations and individual entrepreneurs, and other persons whose activities are connected with the joint presence of citizens, ensure respect for citizens (including workers) of social distancing, including by applying the special markings and the establishment of a special regime of admission and stay in the buildings, structures and buildings (apartments), in the relevant territory (including surrounding area);

4) citizens not to leave the place of residence (stay), with the exception of cases of emergency (emergency) medical help and other cases of direct threat of life and health, cases of repetition of place (from the place) the implementation of activities (including work), which are suspended in accordance with this decree, and route to the nearest place of purchase of goods, works, services, the implementation of which is not limited in accordance with this decree, walking Pets at a distance not exceeding 100 meters from the place of residence (stay), the removal of the waste to the nearest waste storage;

5) citizens not to visit cemeteries, except for cases of applying for registration of services in burial (burial) and participation in the burial (the burial);

6) citizens, living together with the citizens arriving from the territory of constituent entities of the Russian Federation, where cases of novel coronavirus infection (COVID-19), to provide the self-isolation at home by place of residence (place of stay) for a period of 14 days from the date of return of such citizens in the Republic of Mordovia, not to leave the place sitelistVA (place of residence) except cases of emergency (emergency) medical help and other cases of direct threat of life and health, purchase food, medicines, disinfectants, personal protective equipment, walking Pets at a distance not exceeding 100 meters from the place of residence (stay) of the removal of the waste to the nearest designated waste accumulation.

5. Encourage heads of organizations, individual entrepreneurs performing activities in the territory of the Republic of Mordovia:

1) to cancel trips on the territory of foreign States in the Russian Federation, with the exception of travel, bearing an urgent character, and also to encourage employees to refrain from all travel to the countries and regions of the Russian Federation with the adverse situation related to the spread of the new coronavirus infection (COVID-19), if they are not caused by urgent necessity;

2) provide a measurement of the body temperature of employees in workplaces with mandatory suspension from being in the workforce of persons with fever;

3) organize the timely identification and exclusion of pupils, students of educational institutions and of persons living in social service organizations, with symptoms of respiratory infections;

4) to provide employees assistance in ensuring compliance with self-isolation at home;

5) send information to the Management of the Federal service for supervision of consumer rights protection and human welfare in the Republic of Mordovia, the cases of dismissal from being in the workforce of persons with increased body temperature;

6) at the request of management of Federal service on supervision in the sphere of consumer rights protection and human welfare in the Republic of Mordovia immediately provide information about all the contacts of the sick novel coronavirus infection (COVID-19) in connection with execution of labour functions;

7) to provide daily wet cleaning using disinfectants according to the mode of viral infections;

8) to establish bactericidal irradiators in the places of stay of people indoors.

6. The Ministry of health of the Republic of Mordovia:

1) to ensure the possibility of registration of sick leave without visiting the health facilities;

2) organize the work of health care organizations with a priority of medical care at home febrile patients with respiratory symptoms who visited the area where cases of novel coronavirus infection (COVID-19), and patients older than 60 years;

3) ensure the preparedness of medical organizations carrying out medical assistance inpatient and outpatient, providing emergency medical assistance to receive and the prompt provision of medical care for patients with respiratory symptoms and sampling of biological material for the research on novel coronavirus infection (COVID-19);

4) calculate additional need for personal protective equipment, disinfectants and other medical supplies to equip medical organizations to implement measures to prevent the introduction and spread of novel coronavirus infection (COVID-19), as well as the need to observator for individuals visiting areas where cases of novel coronavirus infection (COVID-19);

5) ensure informing the population about measures to prevent new coronavirus infection (COVID-19);

6) to increase the volume of laboratory research through survey of contact persons, medical workers at high risk of infection with novel coronavirus infection (COVID-19) in the workplace, patients with community-acquired pneumonia, citizens over the age of 65 years with symptoms of SARS;

7) to increase the capacity of laboratory facilities, including in collaboration with other laboratories, having sanitary-epidemiological conclusion on the pwork with the agents of III - IV pathogenicity groups using methods not involving abjection, and having appropriate working conditions and trained staff;

8) to organize the work of restructuring health care organizations, including to provide specialized care for patients infected with novel coronavirus infection (COVID-19).

7. To encourage the Office of the Federal service for supervision of consumer rights protection and human welfare in the Republic of Mordovia to organize:

1) carrying out sanitary and anti-epidemic (preventive) actions directed on prevention of novel coronavirus infection (COVID-19);

2) informing the population about measures to prevent new coronavirus infection (COVID-19) and territories affected by the sanitary-epidemiological situation associated with novel coronavirus infection (COVID-19), through the media;

3) development of algorithm of actions of employers in identifying the symptoms of acute respiratory viral infections in workers and to bring it to employers.

8. To suspend:

1) conduct in the territory of the Republic of Mordovia leisure, entertainment, entertaining, cultural, physical, sports, exhibition, educational, advertising and other such events with the full-time presence of people, and the provision of appropriate services, including in the parks of culture and rest, shopping centers, fitness centers, attractions and other places of mass visiting citizens;

2) citizens visiting buildings, structures, constructions (apartments), designed primarily for conducting such activities (services), including night clubs (discos) and other similar facilities, cinemas (cinema halls), children's play rooms and children's entertainment centers and other entertainment and leisure establishments, betting offices, totalizators and their points of reception STAthe SAI, as well as to introduce a ban on Smoking hookahs in restaurants, bars, cafes and other public places.

9. Temporarily from March 28 to April 30, 2020, inclusive, to be suspended:

1) operation of restaurants, cafes, canteens, cafeterias, bars, snack bars and other foodservice organizations, with the exception of service take-out without visiting citizens of the premises of such organizations, as well as delivery orders. This restriction does not apply to canteens, buffets, cafes and other catering, providing food for the workers of the organizations;

2) the operation of retail facilities, with the exception of pharmacies and pharmacies, specialized retail facilities, in which the conclusion of contracts for the provision of communication services and implementation related to data services, communications (including mobile phones, tablets), as well as retail facilities in the implementation of food products and (or) the list of non-food commodities according to the Annex to the present Decree, the sale of goods remote way, including with the condition of delivery;

3) the operation of beauty salons, beauty, spas, massage parlors, tanning salons, baths, saunas and other facilities where similar services are providing full-time presence of the citizen, with the exception of services provided remotely, including the condition of delivery.

10. To suspend from March 30 to April 30, 2020, inclusive the provision of public services and other services in the premises of the Executive bodies of state power and state institutions of the Republic of Mordovia (including the multifunctional centers providing state and municipal services), with the exception of services, all of which can be done only in specified areas provided a preliminary record of citizens. In this state and other services, all of which is possible in efashion form, are provided exclusively in electronic form.

11. Temporarily suspend the state registration of conclusion and dissolution of marriages Registrar's office.

The Ministry of justice of the Republic of Mordovia to ensure the change of date of the state registration of conclusion of marriage that was defined earlier, and the appointment of new date of state registration of marriage after June 1, 2020.

In exceptional cases, when the impossibility of changing the date of state registration of the marriage, to make its state registration in the presence of the persons entering into marriage, not allowing invitees.

12. To offer:

1) the Office of the Federal service for supervision of consumer rights protection and human welfare in the Republic of Mordovia, together with the Ministry of internal Affairs of the Republic of Mordovia, the Federal service of national guard troops of the Russian Federation on Republic Mordovia, Ruzaevsky linear Department of the Ministry of internal Affairs of Russia on transport, the Government of the Republic of Mordovia, Executive bodies of state power of the Republic of Mordovia and local authorities in the Republic of Mordovia to make arrangements for the holding of additional sanitary and antiepidemic (preventive) activities related to compliance with self-isolation at home for citizens arriving from the territory of constituent entities of the Russian Federation, where cases of novel coronavirus infection (COVID-19);

2) the Office of the Federal service for supervision of consumer rights protection and human welfare in the Republic of Mordovia, the Ministry of internal Affairs of the Republic of Mordovia to exercise control over the observance of the restrictions stipulated in clauses 3, 4, 8, and 9 of this Decree.

The Ministry of economy, trade and entrepreneurship of the Republic of Mordovia to monitor compliance with the limits in paragraphs 8 and 9 of this Decree.

13. The heads of educational institutions under the jurisdiction of Executive bodies of state power and bodies of local self-government of the Republic of Mordovia 4 through April 30, 2020, inclusive:

to ensure the implementation of educational activities and the implementation of educational programs with rigorous measures to prevent the spread of the new coronavirus infection (COVID-19) mainly in remote mode with the use of forms of e-learning and distance educational technologies;

to determine the number of employees, ensuring the smooth functioning of these organizations.

14. The government of the Republic of Mordovia on the basis of sanitary-epidemiological situation and characteristics of the spread of the new coronavirus infection (COVID-19) in the Republic of Mordovia to identify organizations that are not subject to the regime of non-working days, allow the employees the wage established by the decree of the President of the Russian Federation of 2 April 2020 № 239 "On measures on ensuring sanitary and epidemiological welfare of the population on the territory of the Russian Federation in connection with the spread of novel coronavirus infection (COVID-19)".

15. The Ministry of education of the Republic of Mordovia:

to organize the work of subordinate state institutions in the Republic of Mordovia for issuing food packages to students from low-income families in the period of their studies using forms of e-learning and distance educational technologies;

in collaboration with the heads of municipal regions of the Republic of Mordovia and city of Saransk district to organize the work in the municipal educational institutions for issuing food packages to students from low-income families in the period of their studies using forms of e-learning and distance educational technologies.

The Ministry of social protection, labour and employment of the Republic of Mordovia in installedm order to provide subventions to local authorities associated with the distribution of food packages to students from low-income families in the period of their studies using forms of e-learning and distance educational technologies.

16. To recommend to the Office of the Federal service of execution of punishments on Republic Mordovia to take measures to limit citizens convicted in the institutions executing punishment.

17. Administration of the Head of Republic of Mordovia, together with the Executive bodies of state power of the Republic of Mordovia to organize in the media informing the population about the introduction on the territory of the Republic of Mordovia of high alert, and the measures to ensure the safety of the population.

18. Local authorities in the Republic of Mordovia:

1) to carry out activities to identify employees with symptoms of infectious illness (fever, cough, etc.) and avoidance of finding such workers in the workplace);

2) to provide informing the population about measures on counteraction to distribution in the Republic of Mordovia new coronavirus infection (COVID-19), including the requirements and recommendations specified in this Decree;

3) to render within the competence assistance to citizens in complying with the requirements and recommendations specified in this Decree;

4) ensure subordinate municipal organizations, the implementation of measures to detect persons with symptoms of infectious illness (fever, cough, etc.) and to organize the implementation of measures for their isolation and medical organisations, carrying out daily disinfection of premises;

5) to provide for the termination of access of citizens to the cemetery, with the exception of cases seeking registration of services in burial (burial) and participation in the burial (the burial).

19. To establish that, in order to informthe funding citizens arriving by road transport from the territory of constituent entities of the Russian Federation, where cases of novel coronavirus infection (COVID-19), about the need to respect their obligations under paragraph 3 of this Decree, on roads equipped with the checkpoints (posts), working around the clock.

20. The government of the Republic of Mordovia in cooperation with the Ministry of internal Affairs of the Republic of Mordovia, the Federal service of national guard troops of the Russian Federation on Republic Mordovia, the Management of the Federal service for supervision of consumer rights protection and human welfare in the Republic of Mordovia and local authorities in the Republic of Mordovia:

1) determine the locations of the checkpoints (posts) on the roads in the territory of the Republic of Mordovia;

2) ensure the establishment and operation of checkpoints (posts);

3) to provide the technical equipment of checkpoints (posts), including by means of individual and collective protection of workers, computer and office equipment, consumables, fuels and lubricants for petrol and oil heaters;

4) to ensure that the appropriate technical means of traffic organization, guides and limiting protections to ensure road safety at the locations of the checkpoints (posts);

5) to ensure the financing of activities referred to in subparagraphs 1 to 4 of this paragraph.

21. The Ministry of housing and communal services, energy and civil protection of population of the Republic of Mordovia, together with the bodies of the Ministry of internal Affairs of the Republic of Mordovia on transport to inform citizens arriving from the territory of constituent entities of the Russian Federation, where cases of novel coronavirus infection (COVID-19), by means of railway and awesoomeia about the need to respect their obligations under paragraph 3 of this Decree.

22. Control over implementation of this Decree reserve.

23. This Decree shall enter into force from the day of its signing.
