Approved a new order of carrying out of prophylactic medical examination and preventive medical examinations

By order of the Ministry of health of the Russian Federation of 13 March 2019 N 124н approved the new procedure of preventive medical examination and prophylactic medical examination of certain groups of the adult population.
May 6, 2019 insured citizens 18 years of age annually will be able to undergo a preventive medical examination once in three years clinical examination at the age from 18 to 39 years, inclusive. For citizens aged 40 and older clinical examination will be conducted annually.
Clinical examination is a complex of measures, which includes preventive medical examination and additional methods of examinations conducted in order to assess the health status of (including the definition of group health and group clinical supervision) and implemented in respect of certain population groups in accordance with the legislation of the Russian Federation.
The examination is conducted in two stages.
The first stage of prophylactic medical examination (screening) is conducted to identify the citizens of signs of chronic non-communicable diseases, their risk factors and includes:
1) survey;
2) calculate body mass index;
3) measurement of blood pressure;
4) General blood analysis, examination of total cholesterol and glucose;
5) determination of cardiovascular risk;
6) chest x-rays;
7) electrocardiography;
8) measurement of intraocular pressure
9) for female doctor obstetrician-gynecologist;
10) the events of the screening aimed at the early detection of cancer:
- esophagogastroduodenoscopy in 40 years;
- fecal occult blood immunochemically method 1 every two years;
for women 1 time per year:
- mammography breast;
- cytologicale smear from the cervix;
-for men:
- definition of prostate-specific antigen (PSA) in the blood, starting at age 45 every five years.
11)the receiving physician in the first stage of clinical examination, including inspection to identify visual and other localizations of cancer, including examination of skin, mucous membranes lips and mouth, palpation of the thyroid gland, lymph nodes, with the aim of establishing the diagnosis, determining the group health and group clinical supervision.
The second stage of examination is conducted for the purpose of additional examination and diagnosis of the disease and includes:
1) examination by a neurologist;
2) duplex scanning of brachycephalic arteries;
3) examination by a surgeon or doctor-the urologist (for men aged 45, 50, 55, 60 and 64 when the level of prostate-specific antigen in the blood of more than 4 ng/ml);
4) doctor-coloproctologist,
5) colonoscopy (for citizens in case of suspected malignancy);
6) esophagogastroduodenoscopy (for citizens in case of suspected malignant neoplasms of the esophagus, stomach and duodenum);
7) chest x-ray, computed tomography of the lungs (for citizens in case of suspected malignant neoplasms of the lung);
8) spirometry;
9) examination of the doctor-obstetrician-gynecologist (for women with identified pathological changes);
10) examination of the doctor-the otolaryngologist (for citizens aged 65 years and older with medical indications);
11) examination by a doctor;
12) an in-depth preventive counseling;
13) reception (checkup) by a General practitioner on the results of the second phase of clinical examination, including diagnosis, determination of health groups, the determination of the group dispensary observations (including the findings of medical specialists) the direction of citizens when there are medical indications for further examination, including the direction to osmotra-oncologist for suspected cancer, and to obtain specialized, including high-tech, medical aid, SANATORNO-resort treatment.
